Alarm Events are automatically added to Existing Tickets

Alarm Events of a known issue will now automatically be added to an already open ticket.

This considerably accelerates day to day work with the system.

Example use case:
An inverter, which intermittently reports an Insulation Resistance error during rainy days will not have a new notification created every single time, if there is already a ticket open to handle this case.
